SOFTWARE SERVICES PROCUREMENT
Software Development & Engineering Partner Selection Guide
Select an external software-development or engineering partner using architecture, delivery evidence, security practice, maintainability and commercial controls rather than hourly rate alone.
Technical due diligence
- Review architecture ownership, coding standards, test strategy, dependency management, observability and deployment process.
- Require evidence of secure-development practices across design, implementation, review, build and release.
- Clarify source-code ownership, repository access, infrastructure ownership, secrets handling and incident responsibilities.
Delivery controls
- Define measurable acceptance criteria and environments for every milestone.
- Track escaped defects, cycle time, deployment frequency, rollback/recovery and security findings.
- Avoid contractual structures that make the supplier the only party able to build, deploy or operate the system.
Commercial controls
- Normalize rate cards with management overhead, rework, tooling, cloud and transition cost.
- Specify IP, licensing, subcontractor, confidentiality and exit provisions.
- Use staged delivery and evidence-based acceptance rather than paying for activity alone.
